ITIL is the Information Technology Infrastructure Library, the main subject of which is ITSM--IT Service Management. It is a set of IT management best practices. Originating in the United Kingdom in the late 1980s, it is continually refined and updated and is currently in it's third major release (Version 3, 2007). It is owned and the books published by the British Office of Government Commerce (OGC) under Crown Copyright, which means, very much like government works in the U.S., that the material is in the public domain.

The best practices reflected in the books come from close to twenty years of practical experience. ITIL promotes the sound practice of IT Service Management by managing throughout a "service lifecycle," by aligning business and IT goals and by promoting Continual IT Service Improvement.
